Ladies and Gentlemen,

Since years the World Serb Congress (WSC) is worried
about the disastrous development in the countries of the former
Yugoslavia. The forced disintegration of the Yugoslavian State
did not only bring an indescribable misery on the peoples affected
but converted whole the Balkan Peninsula into the proverbial
"powder keg." The Serbs are the actual losers of the situation:
they lost their common state existing since 80 years and now have
to live as minorities in other countries, partly without any rights
(Croatia), endure a "Kurdian destiny."

The recent escalation in the South—Serbian province of Kosovo
& Metohija threatens to finally bring the powder keg to explode.
The extremist Kosovo-Albanians insist on "shooting" their own state
into existence in cutting up Serbia. The Yugoslavian leaders, on the
other side, defend themselves against the terrorism of Albanian
Separatists but even though they are acting legal according to the
right of nations they do not hesitate to disperse illegitimately
peaceful protesters with great brutality.

Some members of the international community consider carrying
out the well-known and wrong steps. The Serbs shall again being
imposed sanctions on and being sentenced to a foreign state in their
own country: As sufficiently known, for the Albanian leaders is
the fact of Kosovo & Metohija as a new republic Yugoslavia
just the last step in the direction of secession which unavoidable
leads to war. This is definitively not acceptable and just assists
to bring even the last Serb of moderate conviction to the
conclusion that some mighty of the international community
decided to finally destroy any kind of right of self-determination
of the Serbian people. Is there really a serious conviction that one
can reach a lasting peace in the Balkans in completely humiliating
one of the oldest European nations? In depriving it its basic rights
of self-determination and forcing it into a desperate form a radicalism?

If the aim striven for shall be a lasting solution, the WSC demands
for a global initiative of the international community which has to
consider the legitimate interest of all parties involved. We claim
that all international bodies which have a real interest in supporting
actions that lead to peace on the Balkans immediately install an
"INTERNATIONAL CONFERENCE ON THE STATUS
OF MINORITY OF THE KOSOVO-ALBANIANS IN SERBIA
AND THE KRAJINA-SERBS IN CROATIA."

The Krajina-Serbs, still most of them expelled, do not only have
the right on their native country but the right — even as the
Kosovo-Albanians — on political and cultural autonomy. A
one-sided treatment of the problem of Kosovo & Metohija, and
the ignoring of the Krajina-Serbs at the same time would be a
short-sighted and grave political mistake.

No one-sided sanctions but the strict condemnation of violence from
which side ever as well as the search on compromising viable
solutions acceptable for all parties concerned — these are the points,
that have to be taken in consideration in a perspective which is
forward -looking and aimed at stability.

ANNOUNCEMENT CONCERNING THE CURRENT
SITUATION IN
THE REGION OF KOSOVO AND METOHIA

Faced with the vanquished and renewed anti-Serbian
propaganda, Association of Writers of Serbia warns
all those involved in serving the union of Old Serbia
(the region of Kosovo and Metohia) that the policy of
brutality, dictate, conducted trade or converting national
minority rights into territorial ones - is a dangerous
precedent which can become the political reality in
many European countries.

Human rights care of Kosovo and Metohia Albanians
(though their rights are much more endangered in their
home country of Albania) the proposition of voting for
the ban on the weapon and anti-terrorist equipment
import for FR Yugoslavia (which is in fact the support
of the radical Albanian secessionists and their terrorism)
as well as the new sanction threat to the Republic of
Serbia - clearly show that nobody is really interested in
the human rights of the Serbs, the Highlanders (Goranci),
the Tzintzars, the Gypsies or the Turks, in the region of
Kosovo and Metohia.

Association of Writers of Serbia supports the Church-national
Gathering Declaration in the region of Kosovo and Metohia,
supports the announced Students’ Initiative of the University
of Prishtina and the Serbian writers’ Request from Old
Serbia - interceding in favour of the same autonomy
degree to be given to the Albanian minority in the region
of Kosovo and Metohia, as the one the Serbs will be
given in Croatia, Albania, Macedonia or Hungary.

Association of Writers of Serbia also reminds the public
of its Announcements dating May 14, 1997 and January
15, 1998 as well as of the dialogues and protest actions
taking part in the bygone decade - pointing out that they
were all in accordance with the positive international law
concerning sovereignty, national minority rights and finding
solutions of all existing conflicts by the policy of democracy
and humanity.
