On the council held on 20. February 1996, the Council of deans, directors of institutes and members of the faculty council of the Belgrade University declared that by putting "lex specialis" to work, the Republic Assembly fulfilled the first demand of the Student Protest 1996/97. The results of the elections are finally declared according to the voters' will, and OSCE reports. The council, however, reached a conclusion with great concern that the second and third demands - the ones that pertain to the Dean and student Vice-dean of the Belgrade University leaving their positions - aren't fulfilled yet. Because of that, the beginning of classes has been unnecessarily delayed for at least ten days. Confirming their earlier conclusions about Prof. Velickovic, the Council insists that he, by means of immediate resignation from his position, makes the beginning of classes on faculties of the Belgrade University possible. No one's position isn't worth a school year of a whole generation of students and high-school graduates awaiting to enroll to the faculties of the Belgrade Universities.
